Thomas Balloch

Master Chief Thomas Joe Balloch, 70, of Frederick went to join his Lord and Savior on Thursday, August 24, 2017. He was the husband of Lucy V. Talton Balloch.

Born November 26, 1946, in Berwick, PA, he was the son of the late Colonel James Pardon Balloch, Jr. and Marion Rose Keith Balloch. Master Chief Balloch served in the United States Navy Submarine Service. He was Assistant Director of Facilities at the U.S. Navel Academy at Annapolis, MD. He also worked for several hotel chains through the years.

Thomas was a Life Legacy member of the VFW Post 3285 in Frederick. Master Chief Thomas Balloch was the VFW's primary point of contact for the United States Naval Sea Cadet Corps, a Navy League youth program. He was a member of Beaver Creek Country Club and also a member of Team Maryland, Living Legacy of Maryland.

In addition to his wife, he is survived by a son, Thomas Joe Balloch, Jr. and fiance, Nicky Mancini, of Parkville, MD; two grandsons, Logan James Balloch of Parkville, MD and Brandon Tongue of Annapolis; two step sons, Thomas Newcomer of St. Mary's County, MD and Jeffrey Newcomer of Fredericksburg, VA; five step-grandchildren, Brandon Newcomer and Joshua Newcomer of Washington State, Madisen and Alivia Newcomer of Fredericksburg, VA and Jack Shuck of St. Mary's County, MD; a goddaughter, Samantha Kent of Union Bridge, MD; three brothers, Michael Keith Balloch and wife, Susan, of Bloomfield, MI, Steven Mark Balloch and wife, Judy, of Glastonbury, CT, Charles Patrick Balloch and wife, Lori, of Wallingford, CT and Mrs. Michael Balloch of Gaithersburg; six step-sisters, Mrs Debbie Wensel, Mary Lee DePrator, Mrs. Barb Tomaski, Mrs. Terry Baumgraty, Ms. Georgia Newell, Mrs. Diane Giles; two step-brothers, Robert Wehler and Dale Wehler all of PA.

He was preceded in death by a daughter, Erin Dee Balloch; two brothers, James Pardon Balloch, III and Gregory Burton Balloch; and a step-son, Gary Wayne Newcomer.

A memorial service will be held at 1 p.m. Saturday, September 16, 2017 at Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick with Pastor Tim May officiating. Interment will be private.
