Phoebe graduated Altoona H.S. Altoona, PA. in 1949. She graduated from the Philadelphia Bible Institute (Cairn University) Phila., PA. 1952 where she met her husband Hayden Sparks. Phoebe was mostly known as a devoted wife and mother, however, she served alongside her husband in ministry for 40 years in the United Methodist Church throughout Montgomery, Frederick and Washington counties in the capacity of choir director, teacher, and hostess. As a talented floral designer, Phoebe and her daughter Sharon founded Four Seasons Florist, Smithsburg, MD that is still in operation today under new ownership.

Phoebe loved her family and everyone that came across her path. Her children always believed she was an angel in disguise and called her "Queenie". She loved sharing the love and Gospel of Jesus Christ to everyone and she was always ready with a smile, kind word or Scripture verse to those who knew her. Phoebe taught Good News Clubs for children as a representative for Child Evangelism Fellowship and led numerous souls to the saving knowledge of Jesus Christ. Words cannot express how incredibly missed she will be by all who were touched by her love.
