Howard Albert Milor, Jr.

Howard A. Milor, Jr., devoted husband, father and grandfather, died on Thursday, January 9, 2025 of heart failure as a complication of COVID-19. 

Howard was a world-traveler who was also, at heart, a homebody who loved spending time surrounded by his loving family. He was a surrogate father to many of his two boys’ friends as they were growing up. He was also a loving “dog dad” to little Einstein, his cherished cockapoo, who passed in October. Howard’s many friends knew him as a deeply caring man of integrity, humor and wisdom. 

Howard was born on November 26, 1944 in Washington, D.C. to the late Howard Albert Milor and Helen Tate nee Billingsley. He was one of seven children who grew up in rural Maryland. Summers were spent at the family farm in Berkeley Springs, West Virginia, the site of the current Cool Font resort, where he particularly enjoyed riding and taking care of his horse, Trigger. In the early 1960's, Howard served in the U.S. Navy as an aircraft mechanic. 

A man of many talents, he spent most of his working life as a construction supervisor. His work took him to many countries to supervise the building and renovation teams for various sites associated with U.S. installations such as embassies. He was one of the on-site construction managers for the U.S. Embassy in Moscow, which had to be re-built after the initial construction was found to be compromised. Howard was also involved with construction projects in such places as Beijing, Mexico City, Vientiane and Conakry, where he met his wife, Carla, a foreign service officer. He was widely respected by everyone with whom he dealt, and his subordinates and colleagues viewed him as an admirable mentor and teacher, knowledgeable about all parts of the construction process.

Howard was an avid reader who particularly enjoyed historical fiction. A builder at heart, in his retirement, he loved working on various house projects. He also enjoyed spending time at the range honing his marksmanship. He was a proud resident of Maryland, Frederick, and Middletown for more than 20 years. 

Howard is survived by his wife of 35 years, Carla Gayle (Vest) Milor; and two sons, Howard A. Milor, III and Scott A. Milor and their families, daughters-in-law, Cheryl and Nicole and their children, Howard's precious grandchildren, Jacob, Emma, Jackson and Harper; as well as many cherished nieces and nephews. 

Howard will be remembered by many as a patriot who loved his family, God and country.

The family will receive friends from 6 to 9 p.m. on Thursday, January 16, 2025 at Stauffer Funeral Home, 1621 Opossumtown Pike in Frederick.

A Celebration of Life will be held at 10 a.m. on Friday, January 17, 2025 at the Stauffer Funeral Home in Frederick. Rev. John Hollis will officiate. Burial will be held at a later date in Flintstone, Maryland. 

In lieu of flowers, memorial donations may be made to Tunnel to Towers Foundation or the American Cancer Society.
