Frances Baker

Frances Graham Baker (90), of Frederick Maryland passed away on March 28, 2018. Born on February 3, 1928 in New York City, she was the daughter of the late Margaret and Carroll Graham. She lived in Garden City, New York until coming to Frederick and graduating from Hood College in 1949. She was married to Joseph D. Baker later that year and they have resided in Frederick for the past 69 years.

Fran loved Frederick and worked tirelessly to make Frederick a better place to live and work. She served as Chairman of the Junior Red Cross, Treasurer of the Board of Managers of Frederick Memorial Hospital, a member of the Board of Zoning Appeals and spent many years as a member of the Frederick Planning Commission. She was elected twice to the Frederick City Board of Aldermen and during the last term, served as President Pro Tempore. Shortly afterwards, she ran as the Democratic candidate for Frederick City Mayor.

In addition, Fran was elected and served as President of the Board of Managers of Record Street Home and was the City of Frederick’s representative to the Washington Council of Governments.

Fran is survived by her husband, Joseph D. Baker and their four children: Joe (Cheryl) Baker of Schwenksville, PA; Graham (Marcie) Baker, of Frederick, John (Leslie) Baker of Walkersville, and Gerry (Clyde) Hicks of Frederick. She is also survived by 11 grandchildren and 8 great-grandchildren.

The family would like to thank Homewood at Frederick for their kindness and compassion during her final days.

At Fran’s request, the burial ceremony will be private. The family will hold a public Celebration of Life April 7 from 11:00AM-2:00PM at LaPaz Mexican Restaurant . The family requests that remembrances be made in the form of a donation to Friends of Baker Park Inc PO Box 4146, Frederick, MD 21705 or Hospice of Frederick County 516 Trail Ave Frederick, MD 21701.
