He was preceded in death by his parents, his step-father Raymond Putman, and his oldest sister Lucille Isaacs of Baltimore. The family eventually moved to Frederick County where they operated a farm near Creagerstown. Jess proudly served his country during World War II as an ambulance driver in the Army Air Force. During this time, Jess became active in the Providence United Methodist Church. In the early 1990’s, he and Betty moved to Thurmont, but after he suffered a stroke and additional debilitating health issues, they finally moved to Country Meadows in Frederick in 2010. He was honored as a Life Member of the Thurmont American Legion for service to his country. He was an active member of the New Market Lions club for 50 years holding several offices including President and served as Zone Chairman for 3 years. During this service, he received the Melvin Jones Award for committed service.
